I have seen zoning ordinances used to bludgeon "those who are different" all too many times. Long before I moved to Florida, there was a case in a town that is 30 minutes away from where I now live where the local city used "Zoning ordinances" to attack people who were having religious services in their own home. They just happened to be non-Christian, I think they're Asatruar if I remember right. It was so egregious that even the local Christians rallied to their support. They eventually won their case after several years of expensive litigation. Look up "Church of Iron Oak" if you're curious - the case gained quite a bit of notoriety in its day.I’d need to see the city ordinance.

The business considers themselves a medical supply store which is OK.
But the City considers them a "sex shop" so that's not OK, because of how they marketed themselves.
Even though they will sell the same stuff and only the user changes between the scenarios.
It's much like if Home Depot started a "Build your own sex dungeon" campaign in order to arouse some business, does Home Depot now become a "sex shop"?
