I'm sorry, Am I missing something mrblaine? I know, I'm probably a dumbass. Here's what I am referring to

Loosen the bolt, pull the flag nut out, replace with a washer and regular nut, hold the bolt head with a regular wrench, use and extension in your torque wrench and torque the nut through that hole in the frame.

You might be able to get a socket on the flag nut too. I can’t remember.

That makes sense. I just reused the flag nut. You can get a socket on the flag nut but you can't spin it past the 4-8 o'clock position because it hits the bracket (which is what it was designed to do)

I rarely ask questions that don't give you the answer you need to solve your problem. If you peek in the hole in the frame, you will see the end of that bolt. If you can see the end of it, that also means if you flip it around, you will see the head of it and the head of it is easily reached and torqued with an extension on your torque wrench and the appropriate socket. If you don't want to find a nut to replace the flag nut, vise grip on the mount will stop it from turning while you torque the other side. That bolt also got in there somehow, that means it will get out of there somehow.

No, you didn't use it the way it was intended because you are not on the assembly line. It was done for their benefit, not yours. I have nothing against flag nuts so don't misinterpret.

I completely understand... lol. I think I'll change out the nut, so I can at least torque it to spec

If your bolts are metric I'd go for a stronger rated nut like an 8.8 or a Grade 5 if they're SAE.
