System will not go ready with new cat and O2 sensor

I have a 2007 jeep sahara. Same issue. I have done everything but change the pCM. My CAT and O2 sensor will not go ready. I have done the drive cycle over and over. I have owned this jeep from day 1. I had to replace a cat a few years ago no problem it passed smog. This time I have done everything possible but the pCM module. The o2 sensors are new the cat is new. what could it be? I do not a a CIL and no codes. I had to get a waiver last year for me jeep until I could get Cat to go ready and 02sensor. Any thoughts or ideas. I see I can order a pCM give the company my VIN and it should be plug and play. Any advice would be appreciated.

Just so you're aware, 2007 is not a TJ, that's a JK

Double-check the Installations: Make sure that the new catalytic converter and O2 sensors are installed correctly. Sometimes small things like a loose connection or exhaust leak can prevent the system from passing readiness tests.

Battery Disconnect: Try disconnecting the battery for about 15-30 minutes. This can reset the PCM and might help clear any lingering issues that prevent readiness.

Voltage and Ground: Ensure that the O2 sensors have the proper voltage and ground. A multimeter will come in handy.

Inspect Wiring and Connectors: Look for any damaged wires or corroded connectors in the wiring harness that connects to the O2 sensors and the PCM. Issues here can lead to sensors not functioning correctly, even if they are new.

PCM Update (talk to @Wranglerfix about this): Sometimes the PCM software might be outdated or buggy. If you do end up replacing the PCM, make sure you get the latest software version, and it might be helpful to have it flashed at the dealer if possible.

If you do decide to order a new PCM, it’s generally considered plug-and-play, but it's good to confirm that and check any programming that might need to be done. Make sure to order a new PCM from @Wranglerfix if you go that route. He can also test your old one for you to see if it's the issue.

Do you have a speed calibration device on your Jeep?
