Advice on fuse melting issue

Just bought my first wrangler tj, a 2002 sport. Replaced the burned out 10A accessory fuse, located in slot 24 of the pdc earlier today and then ran it, only to have the fuse melt and some of the wiring that used to go to a subwoofer, which i also removed today, start smoking.
Question is this, any idea why it melted instead of just burning out, and what can i do to fix it?

Also having trouble finding the name of the yellow part that the fuses slot into, shown in the picture below, so that i can order a new one.

I've seen that with the old fuses from Harbor Freight.

As mrblaine suggested, those fuses look like Cheap imports. General sentiment is the substandard fuses may not fail at their rated amperage, if at all, and you get what you have if a circuit is shorted or overloaded. As far as ordering a new fuse block, don't count on it. Gonna be a jeep recycler part..
