Trouble getting into 4 low!

So I’ve had this rattle that’s been going on but I think I just fixed it by tightening this bolt linking my shifter to the engaging arm:

BUT when I was driving after I attempted to go into 4 low again after being forever since I’ve engaged it. Put it into neutral and I shifted into 4 low and I heard this HUGE scream in the transfer case on my way pulling it down until I got to 4 low. It was loud don’t think it’s normal, then when I gave it gas I wasn’t going anywhere? When I shift into 4 low am I keeping it in neutral or putting it into drive then? (Noob questions but oh well)
 
4Lo is not synchronized so you have to be at a dead-slow craw to pull it into 4Lo for it not to grind. The gears won't always be lined up when you're stopped so it can occasionally grind when completely stopped. I'm always rolling at at a dead-slow crawl when giving it a good firm pull to get it into 4Lo... any slower and I'd be stopped.
