Kroil has been known to work wonders. Kroil + heat, almost unstoppable. If putting a wrench/socket on the top nut causes the shock to just spin, put a pipe wrench on shock.

I have 2 potential replacement bearings arriving today (hopefully). There is also some concern that the Synergy bearing does not fit TJ's but is made for `07 and up? @DaEbLe - photo's would be appreciated.

This is the steering shaft diameter measurement - roughly as the shaft is used. Purpose is to source new needle bearings.

My just arrived new to me lower steering shaft measures out at about 1.09” +/-. Bearings hopefully arrive tomorrow.
