2002 TJ Undercoating Questions

So my friend moved to Texas and he sold all his stuff, and I ended up with a jeep. I've never owned or tried to own a jeep but it just fell on my lap. So I'm new to all of this.
It's a 02 TJ, 2.5 5speed.
I'm from Nova Scotia and the winters here can be vicious on vehicles. I've been underneath it and there is nowhere (on the frame) where it is has eaten through and the rust is not scaly yet or peeling off the frame rails. It's rusted on the surface tho, and that's what I'm torn about. I bought a gallon of fluid film with intentions to spray all underneath and the frame inside and out but I'm wondering if it'd be worth it to go a step further and really stop the rust in its tracks. I was thinking about using some rust converter first, then painting over it, then coating it after all that.
If I do so, what should I use? I'm a student and time and money are fairly slim.

Also do u guys have any tips on getting mud out of the inside of the frame. Mines gross.

Anyways, I think you'd be wise to do this. If it was me, I'd use the POR-15 process:

I've done that on past vehicles and it works well. If you did that, then coated the underside thoroughly with Fluid Film, I think you wouldn't have to worry about any future rust.

The POR treatment is not cheap, but it's one of the best options, especially where we live. That combined with a good undercoating (Fluid Film, ect) and you should be good to go.

My Jeep was never wheeled (and was very well taken care of) when I bought it, do it only had dust inside the frame rails. I hose it out after every run just by sticking the garden hose in it.
