98 HVAC Control Help

I have a 98 TJ with AC. A couple decades ago the AC went out. I replaced the entire AC system about two years ago and all was well. A couple months ago the fan would stop blowing for a few seconds and then come back on. A month ago it stopped blowing air all together. I replaced the blower motor, resistor, fan switch and the fuse at the dash and nadda. When I slide the lever to AC I hear the compressor cycle, so it seems like the control panel still works. Any ideas what I might be missing that keeps it from working? Thanks

You monitoring the voltage being sent to the blower motor with a multimeter as you're cycling the fan speed switch?
