A pillar captive nut

I picked up this TJ for my son and was trying to replace the a pillar bolts and the circled captive nut was loose and would not tighten. What is the best corse of active to repair this. I have looked into nutsert however finding 5/16-18 countersunk is not easy. Has anyone else dealt with this and if so what did you do? Can I lower the windshield and get to the backside?

I lower the hinge and this is what it looks like.

Might want to just look for a replacement windshield frame. Might be the path of least resistance.
