AC Blower Not Working

I need some help determining why my fan blower not working.

My blower motor is not running on any speed. Before this it use to run slightly on the lower setting and on 4. I have visually checked the wires for indications of burns. I have not found anything yet. It may be unrelated but I believe the blower stopped working after I had my clutch replaced by a shop. When I turn on the vent selector, I can hear a hiss.

At this point I have tried the following:
Visually checked: resistor connector, switch connector, electric harness on vacuum connector
Replace the resistor
Replace the switch. I used a switch from a 2004. The 2005/06 require you to replace the whole panel for $150. I plan on retro fitting this.
Jumped the blower directly to the battery, it turned on
Check fuse 11 & 8 in the glove box. Good.

What's my next move?
I figure I need to use a volt meter or jumper wires to test each item. I'm electricity dumb. I'll need very specific help with running the wires to which locations.

That hiss could be from the A/C & heater control switch panel - the back side has a rather large plug that has the vacuum lines in it, @ least mine does anyway, mine is a 2002 and is vacuum operated. So it could be a vacuum leak

Sounds like it might be a vacuum leak to me.

While testing, I had the blower laying on the floor board so I could watch the fan. That's not to say still might not have a vacuum issue.

Can anyone point me to a good thread of how to go about testing the connectors with jumper cables?
