Ac drain pipe?

what is this pipe and why does cold air blast out of it when my ac is on? worth noting something in the system is broke. air only comes out defrost and floor. temporary fixed the vacuum line that goes to the left towards the battery. no change in what the ac is doing. not sure which function that line serves

i get that. but it is blowing cold air out at a high rate when the ac is on. Is that normal? or is that part of the problem i'm getting of air only coming out of defrost vents no matter the position of the knob
