I’m stuck between getting the the bds 4.5” LA conversion kit and the MC 3.5” long travel short arm kit. My budget’s maxed out with the MC kit. Will primarily be used off road in south jersey with the occasional pa rocky trips.

You'd be best off with a 4" RockJock (formerly Currie) short arm.
There is no such thing as a good bolt-on long arm kit.

What Chis said, if you are set on one of those 2 lifts, the Metalcloak would be my pick.
I have a mismatch under mine, RockJock springs. Metalcloak double adjustable control arms, RC adjustable front and rear trackbars.
What shock setup with that? I suppose there is a threads on here to figure that out. I would definitely prefer a short arm kit anyway thanks! I’ll take a look at the rockjock

why the rockjock springs over the MC?
Shocks are up to you and depends on the type of ride you like (firm or stiff).
Because Johnny Joints are superior and have a highly established reputation in the off-road world.
Because Rockjock have more free travel and don't blow smoke like Metalcloak.
My wife and daughters bought me the Metalcloak arms last year for Christmas. If they hadn't I would have gotten Savvy.
If Metalcloak would stop trying to make everyone else's products look bad and theirs great I wouldn't have a problem with them
Rockjock springs also yield a true 4inch lift as compared to other spring offerings. Ex Rough country 2.5in springs are actually only a 1inch lift.
That is only true if the sprung weight of the Jeep is appropriate against the spring rate and free length of the coils to result in a 4" increase in factory ride height at all four corners.
Check out JKS springs as well. If you like a stiff ride go with bilstein shocks, otherwise stay away from them. My black max and JKS shocks were night and day smoother than the bilsteins. Core4x4, Savvy ($$$), or rockjock for control arms.
