I've been told that you can use the BMB 16" kit with a 15" rim if you have the right backspacing or wheel spacer. Is this correct? If so, what is the back spacing needed or wheel spacer size?

In general, 3.75-4" of back spacing will clear the caliper. It does depend on how the wheel is shaped internally so it isn't a hard and fast rule.

I'm running stock ravine's and 1.5" spacers currently. So that should be equal to 4" of BS? Any idea if this combo would clear?
 
Different wheels will have different clearances. On my initial install of the 16" BBK in a 15" wheel, the stick on balancing weights would rake across the caliper as the foam tape squished. I had to remove weights from the pathway of the caliper. Not long after, I changed to 17s for that and a half dozen other reasons.
