California catalytic convertor advice

An odd tidbit about my county. The smog for my 97 is more stringent than for 2000 and up now. I just got a 2001 grand cherokee smogged and it doesn't need the tailpipe sniffer like my 97 requires. All the guy did was a visual inspection and an obd2 interface. I was worried it would need 1700$ worth of cats but apparently they are a non issue. Even here we get small favors sometimes!
 
Two identical rigs, one passed, the other one was having issues. Smog shop owner is friends with both owners of the rigs. I told them that this is an easy one, pull the passing one in, scan the VIN label of the problem child, presto, everyone is happy. They all politely told me to fuck off.

Completely understandable. What’s the shop’s cut on a smog test these days? No business owner would risk their whole business on that small profit.

I say that for the others here that may not realize the risk vs reward in this situation. There are still some shops that might pull those shenanigans, but they are going to do it quietly for those they already know and trust, not a random person that comes in every two years.

Just in case... my 2006 Sport came from Hawaii, lived in Washington, moved to Pennsylvania then to my house in New Jersey. Excellent shape rust wise, passed NJ inspection, but had a few mechanical issues which I have now fixed myself. It is a California car with, I think, 5 cats. Replaced the 4 ox sensors. The Jeep is running lean by looking at the plugs so might have a very small exhaust leak somewhere. No MIL light. Now the ?... can I replace the whole California cat system and muffler with a federal system if needed? Being in a wack ball State like New Jersey it can go "Cali" at any moment. Hopefully a 2006 TJ will still be OBII and sniffed without a vision check for a label.
 
I'm actually taking my 99 in tomorrow to have a new cat and muffler installed because I failed smog. I'm having it done at The Muffler Man in Placentia. I'll report back with the cat they put on mine once I confirm tomorrow. It's either a magnaflow or a catco I believe.

I bought Walker cats myself and had a shop close to my job do the install.

Yes, I did. Passed smog fine after he welded in a new cat.
