Thanks 1st suggestions got about 1.5 hrs and 3days off PB Blaster. Gonna cut it.Penetrating oil on the bolt and vise grips on the flag?
Or cut the whole bolt off and start fresh.
Tried and failed.Can you clamp the flag to the bracket with some vise grips? Or just jam a screwdriver under the flag arm to keep it from spinning.
yeah that thing wasnt budging. Cut it of new bushing ordered.Gotta love the comments from those outside the rust belt. You need to sawz-all that bolt. The bolt and sleeve is seized together. Careful cutting and you may be able to salvage the UCA but you'll need a new bushing.

I'd try to put a clamp or pair of vice grips on the arm in a position that interferes with the flag nut when it rotates. Cutting it is an option, but it seems that you have enough meat there to grab it somehow before you resort to that.
