Center stack switches?

So, adding some driving lights to my daughter's '97 TJ bumper.
Bought a fun "Sasquatch Lights" rocker switch that fits into the bank of 4 empty blanks.
I'm fitting it into the left-most slot and noticed that the right-most slot has a 4-wire connector terminating into the back of the filler plug.
Nothing is controlled there as it's not a switchable port. [None of them were]
What can these wires be?

The 97 should only have 3 switch blanks. The right most switch was for factory fog lights. Sounds like it was pre wired for it.

So I wonder if I could have tapped into that circuit for these lights instead? It seems to have the same plug or cap as the other 3. Are they hot all the time like headlights? I tapped into the wiper fuse temporarily so it would be hot at key-on only.
Also, With that fuse panel behind the glovebox, where do folks tap into for juice to accessorize? I'd rather not keep that hot wire wedged into the wiper fuse for the final plan.

The OEM fog lights only worked when the headlights were on and in low beam ... at least in the 2000 and 2004 TJs I've owened.

I currently have the hot lead for these lights wedged into the wiper fuse slot, but I know that's not the long term plan.
My Vette has some blade terminals available at the fuse box for 12v, IGN, or ACC mode power sources.
Don't see any access points like that for this Wrangler.
