Cigarette lighter not working

I have a 2000 TJ that I have never checked to see if the cigarette lighter worked because I don’t smoke. I have an upcoming trip that I wanted to use the cigarette lighter to power the GPS on my phone. When I plugged in the cigarette lighter to power my phone it seems the cigarette lighter is dead. Does anyone have any suggestions for things a newbie like myself can try to see if I can get this problem fixed? Like I said I’m a newbie so if anyone has suggestions to fix this problem I would really appreciate i.
 
If you've already followed Artsifrtsi's advice, I'd suggest checking the fuse first, then pull the trim off and make sure the spade connectors are on the tabs for the socket. After that, you'll need to grab a volt/ohm meter and check the wiring.
 
To check the wiring, start by downloading the Factory Service Manual (FSM) from the Resources forum. Here's a link:

The wiring diagram you seek is on page 8Q-41-2. Here's an image of it:

From that, you can see there are two fuses (Fuse 15 in the PDC under the hood and Fuse 19 in the fuse block behind the glove compartment door) and a relay between the battery and the outlet. Check those first, then check the wiring (both + and -).

Old post but wanted to let you know how helpful this was! Did not realize it had a relay. Mine was original to the TJ. Swapped it out for the starter relay and bingo. It worked. Ordered the new relay today.
