2005 LJ. I have cold air blowing in the top registers and hot air blowing on the bottom when the A/C is on. The actuators are working fine and no vacuum leaks and no sign of a broken lever. Suggestions?
Mine does that when the temperature control is set to mix hot and cold. The HVAC does a poor job of mixing the air. If it's happening on the full cold setting, your blend door may not be sealing off the hot air flow completely

I've never done it myself. I suspect it involves a full removal of the dash. Which is in fact a major pain.
You could always plumb in a heater core bypass which would stop the heater from generating heat when the valve is shut. Still not ideal but it could reduce the amount of heat coming into the cabin
I have this issue on my 04 TJ as well. Nice cold air up top, slightly warm air coming from below. Planning to fully investigate this fall when it cools down a bit.
