Coolant expansion bottle mod

I thought my bottle was broke because there was this piece of plastic pipe laying in the bottom so I ordered a new Dorman and it didn't have the pipe. Looking closer It looks like someone added the pipe to the inside of the filler neck and fastened it with a screw. Maybe because when you add coolant is splashes out the overflow?

WTF? That makes no sense. Plastic straws are banned now though, maybe someone hiding one away from the government?

My OEM bottle (2000 TJ) had this inner tube, served as a sort of fill indicator. It also broke off. It looks like someone secured yours with that screw. Mine starting leaking and my replacement had no sch inner tube either. Mechanic told me it is not needed.
