Could I have the wrong speedometer gear?

All you need to do is make sure you orient the housing correctly when you reinstall it. Otherwise, your speedo will now be accurate so your calculated MPG will be accurate.

It will just give you a more correct albeit slightly lower mpg. That's because the 36 tooth speedo gear caused the odometer and speedometer to incorrectly indicate you were driving faster and further than you really were.

I’m interested to see what my actual MPG is... what kind of MPG do you usually get on 35s and 4.88 gearing?
 
If you were only 3 mph off, you may not want to move right up to a 39t. You may swing too far the other way.

Based on the numbers given 39 is perfect as far as the math goes. The 39 will adjust it just over 5 at 70 which is exactly what was reported.
