DEQ Issues: 5.3 LS in 2005 LJ

I'm planning to put a 5.3L LS into my 2005 LJ if I can resolve the DEQ issues. I'm in the Portland, Oregon area, so there are additional requirements. Has anyone in the Portland area done this and passed DEQ?

Find someone outside of Portland and ask if you can register it at their place. That's what I always did when I lived in the People's Republic of Portland.
