Imagine it to be whatever you want. Let's pretend Proud Boys, Oath Keepers, Patriot Front, or a Christian flag. As long as the HOA is being consistent with it's rules and is enforcing those rules consistently, then there is no issue on that particular front. The homeowner signed up for it.

I can think of quite a few self-professed and vocal libertarian types who live in HOAs. It's a bit confusing.
