My 2001 jeep Sahara is stuck in high beam after replacing the Chinese leds the previous owner put in. I replaced them with sylvania silver star h6024 and now they won’t come out of high beam. If I unplug 1, I can occasionally get the low beam to work and use the switch to put it into high, but as soon as I plug the second one in, they only stay on high.

Sounds like your MFS (headlight) switch has failed. That's a simple circuit with no relays so replacing the switch should fix it. Unless the previous owner screwed up the wiring somehow.
I would check the function of the MFS first (as previously recommended) and then verify the condition of the separate headlight wiring harness (if installed).
IF the PO installed a cheap Chinese separate wiring harness; the wiring layout and relays (not Bosch style) that their manufacturers use can be different.

When I bought my Jeep, on my 8+ hour drive home the LED lights the previous owner installed, were stuck on high. The switch was not responsive to dimming them- When I got home I pulled/reinstalled relays- disconnected/reconnected plugs to the headlight. Ultimately I don’t know exactly what I did under the hood but they went back to behaving as they should. Might have just been a dirty ground.
Must be a Florida Jeep. Many vehicles here apparently only have high beams.

There's a video above how to do it but it's simple enough to only require a single philips head screwdriver.
here we just dont use them in the predawn/dusk hours- just dark shadows motoring along with traffic that you can barely see.
