Help identifying spare tire carrier

I bought a '97 TJ that had the spare tire stolen. I'm trying to i.d. this bumper mounted tire carrier and how the wheel will mount to it. I have the t-handle bolt to tighten a mounting bracket and wheel to the carrier but whatever piece of hardware fits onto the wheel to secure in place is missing. Any thoughts on what mount this is?

Do you have a picture of the entire bumper/tire carrier? It may help a little more with identifying it.

It looks like a Rugged Ridge, with some extra pieces added by a previous owner. But the area where the tire mount is a little different looking in the video on that page. Maybe an older version?
