Since it's still blowing after replacing the clockspring and horn relay, it has to be the horn button on the steering wheel causing the problem. Or the wire leading to the horn button somehow got grounded. The horn button provides a ground connection via the clockspring to the horn relay energizing it.

You will measure +12 volts on the wire leading to the horn button when you're not pushing on the horn button. When you push on the horn button, that will ground that wire so it should then read 0 volts.
