How to (re)mount the back bumper?

This '06 came with a U-Haul trailer hitch and the rear bumper in a box (missing the side pieces). So I took the trailer hitch stuff off and am trying to get the rear bumper back in place. Is it possible there are literally only #4 bolts holding a stock bumper in place?

For a stock bumper the two studs on each side of the bumper going into the rear crossmember of the frame. Then the tab on each side, that has a bolt go up through into the frame is it...

The end caps are really cheap and look better on than of with a stock rear bumper on a stock TJ.

Six bolts hold it on.

The one tab is spotless — like it's never held a washer or bolt and neither of the tabs line up to the holes in the frame.
