Issue with rear brakes

Hi guys.
Have an issue with my TJ brakes. Rear wheels easy gets locked when braking especially on wet streets. Did change everything in the rear brakes (without drums) and then all this started. Did change brake fluid too and front rotors. Any ideas?
Can the rear drums couse this?
Tj 97 4 cylinders no ABS

To me that sounds like the rear drum shoes are possibly adjusted to far out.

If it's not what TJDave suggested, could anyone have messed with or replaced the brake proportioning valve?

i will take them apart again and see if i can adjust them and make sure i didn't miss anything else. will let you know soon!

hi guys. it looks like the issue was the adjustment of rear brake shoes. i adjust it and it works okay now with no locking.
