Those seals are not only not needed, they're worse than no dust shield at all. If the inner seal goes bad the easiest indicator will be fluid coming out of the tube. With those the fluid is trapped and you won't know something is wrong.
The best description for those is gimmicky junk. They solve an issue that doesn't exist and creates new ones.
