Neeeed help...: tj bump stop cup mount

Hey y'all new to this forum so please be easy haha. I have a 99 jeep tj sport. It's the 4.0l i6 with the 5-speed. The issue I'm having is my rear bump stop cup mounts that are built into the frame (that the rear springs sit in (on the top)) are rusting and almost rusted out. I want to eventually lift my tj and such but don't want to run into installing the rear springs and the upper mounts fall out. I'm not referring to the cups themselves. Pretty much my buddy gave me 2 in blocks for the front and rear for a lift so I can install my rims and bigger tires and I installed the fronts and when I went to install the rears this issue made me hesitant on removing the cups because everything looked like they wanted to fall off. I am posting a general picture of what I'm referring to. It's above the cups welded to the frame. Is there a replacement part I can't buy? Or what do I do? I'm at a loss here. I have friends that can weld and I am an automotive mechanic although this is my second tj and I haven't had this issue and don't have a clue on what I should do. The picture is from 2006? Do you have a picture of yours? If the spring seat is rusted badly where it attaches to the frame, that's an issue. Lots of cutting, grinding and welding involved with that.
 
In order to give you any sort of accurate response, it would be tremendously helpful if we could see photos of yours.
