OEM Hitch Hardware?

Sorry for the dumb question but I just realized today that it looks like my hitch isn’t actually bolted on all the way, there are just two bolts attaching it on from the bottom, but the sides look like they are missing bolts:

The holes don’t looks threaded and I don’t see a way to access the inside of the frame there. Can anyone tell me what I’m supposed to be using to reattach it? I was hoping to add one of those trailer hitch cargo baskets for extra storage.

Do a search for 1/2 x 13 flag nuts, they can be inserted thru the hole just below the bracket under the frame. Unfortunately while googling most results were how to mount a flag. That is what the factory used and be sure to use grade 8 hardware. As an alternative I have used tie-wire wrapped around the nut and fed into the frame hole.

There should be access holes on the bottom or the side so you can get nuts on the bolts. I used flag nuts.
 
and BTW, I definitely would not tow with that setup. The bottom 2 bolts only is not near enough for strength.
