Oversize spare tire - tailgate won't close.

I discovered today that when my 31x10.5 R15LT spare tire is inflated, the tailgate won't close. The tire hits the little rubber "bumper" just below the tailgate. Any ideas on how to overcome this problem? What kind of fastener holds the "bumper" on. I can't determine what kind of bolt/screw it is. Help!
