On an LJ, how do you do the fish plate with the second crossmember that is not open on the corners? Do you just butt it up against the crossmember or do you do something additional for added strength?

Question is too vague. If you are eliminating the rearmost pair of body lift pucks, then there is no reason to cut in front of the secondary crossmember. Just cut behind it and do the top and bottom blending with coped and other bits of tube and plate. No need for fish plates.

Also was going to raise fuel tank skid by cutting and welding the front skid mount flanges. That’s another reason I was going to cut a head of the forward crossmember.

I occasionally will tow a light trailer or have bicycles on the steel bumper that has a hitch in it. Whatever I do needs to be strong enough to handle that.

If you are going to cut the flanges on the tank skid, then there is no reason to move the secondary crossmember.
