Self etching primer?

Stripped my new front bumper to bare metal. Want to use self etching primer.

Need recommendations to where i can find it at a hardware store or auto parts store?

I'm finding lots of primer. But none that are self etching. Is this just something they dont sell in CA anymore?

I do have naval jelly. Which a friend says etches the metal. Or should i just drop the self etching idea. And just use normal primer?

He also gave me some por15 to go over the holes which have a minimum of slight rust after wire stripping the bumper. Should i even bother with that? I dont have enough to do the entire bumper just the slight rust spots.

They sell it in CA. I don’t know if you have any SEM dealers near you but that’s always my first choice. Home Depot or Lowe’s should have self etching primer. So should autozone or o Reilly

If it's bare metal, I scuff it and wipe it down with a lint free rag and lacquer thinner.

Is it steel or aluminum

Edit: you mentioned rust, so never mind.
steel is more forgiving than aluminum.
Thoroughly rough it up and clean well with thinner or alcohol or acetone then prime.

Its roughed up. My friend completely stripped all the paint with a wire brush and abrasive cut off wheel. Just because there was some surface rust on the bottom around the holes.

Im gonna hit it with the self etching primer and SEM trim black. Tonight when it cools off.

its important to note what exactly a self etching primer does?...when you sand a surface,you create little grooves that the subsequent layers of primer/paint sink into,thus increasing adhesiveness thru a web structure(totally smooth means the paint is simply"sticking"to the surface like you licked it and sticked it)that is grappling in...its whats called a mechanical bond,cant skip it...an etching primer has an acidic base that eats into the metal surface porously ,and that porosity is more like root tunnels as opposed to simple ditches created by sand grains...its a chemically created mechanical bond so to speak,capiche?always etch th bare metal,even after having sanded it...dont use etching primer on existing paint/primer just metal
