I purchased a new to me TJ and can not get it shift into 4 low. Had a very good Jeep shop look at it and they told me that the shift arm was to short and needed a longer one. This is an LS conversion with a 4l60. All the work done by the builder is very nice with a Novak system. I would welcome any suggestions or recommended shops in Phoenix.

I would pop off the shift linkage and see if you can get the T-case to shift into 4 low manually (with the vehicle off). If it goes into 4 low, then you have a linkage problem and it sounds like the Jeep shop would be right. You might need to rock the vehicle back and forth a bit to get 4 low to shift in manually with the vehicle not running.
Is the stock transfercase shifter linkage installed OR is the Novak system you are referring to the tcase shifter conversion ?
As Jeepguy stated.. IF you can manually shift into 4LO with the linkage disconnected; the problem may be as simple as a linkage adjustment.

The stock linkage throw Rod is adjustable....and a Savvy shift cable will solve the problem completely if it's compatible with what how you are set up.
Agree with above. Detach the linkage at the transfer and see if it can be shifted manually. If so then I'd go with a cable shifter and never worry again.
