Steering wheel Lock

Before I go digging into a problem I may not even have, is the steering wheel on a 2000 supposed to lock when you remove the key? Mine does not.

My 06 the button by the ignition is sticky, so it jams the lock off, unless i jiggle the button after removing the key. Mine is manual Trans
