I'm surprised they didn't just do a max decibel rule for driving in town. It would have been harder to enforce than an outright ban but would have been a comprise for both sides. Also, with the amount of people who wouldn't comply, it could have made the city extra $$$

It's the 70+ dBA that they don't like, and the ATV's excell at being really noisy. They claim they couldn't monitor the noise level well due to ambient noise, but that the noise caused by the ATV's was so loud that it was affecting the mental and physiological health of residents. It's not Jeep's they are worried about.
 
With the new rules, I bet we're going to start seeing a lot of suzukiSamurai builds, like Savvy's, in Moab.

They will all go to Sand Hollow in Hurricane and we could as well but it’s just not the same.

I hope none of the council members are Ca, transplants, we get blamed for everything. When I built the Federal Courthouse in SLC on the news they would blame California for the storms when clearly they would come from Nevada. Our TJ’s are getting older, in six more years we could call it a classic car event, some of us have earned that status already😉

This applies to All-terrain vehicles type I, II, and III as defined in Utah:
All-terrain type I vehicle" means any motor vehicle 52 inches or less in width, having an unladen dry weight of 1,500 pounds or less, traveling on three or more low pressure tires, having a seat designed to be straddled by the operator, and designed for or capable of travel over unimproved terrain.

(a)"All-terrain type II vehicle" means any motor vehicle 80 inches or less in width, traveling on four or more low pressure tires, having a steering wheel, non-straddle seating, a rollover protection system, and designed for or capable of travel over unimproved terrain, and is:
(i)an electric-powered vehicle; or
(ii)a vehicle powered by an internal combustion engine and has an unladen dry weight of 2,500 pounds or less.
(b)"All-terrain type II vehicle" does not include golf carts, any vehicle designed to carry a person with a disability, any vehicle not specifically designed for recreational use, or farm tractors as defined under Section 41-1a-102.
(4)
(a)"All-terrain type III vehicle" means any other motor vehicle, not defined in Subsection (2), (3), (12), or (22), designed for or capable of travel over unimproved terrain.
(b)"All-terrain type III vehicle" does not include golf carts, any vehicle designed to carry a person with a disability, any vehicle not specifically designed for recreational use, or farm tractors as defined under Section 41-1a-102.

We would certainly not be type I or II simply due to size/weight but, the saving line for type III is the one I bolded: any vehicle not specifically designed for recreational use. Since Jeeps are specifically designed for public road driving, that (sensibly) leaves us out. Again, for now.

I don't think that Moab would cut it's own throat by banning off-roading for Jeeps and the like, but with the brain-washed millennials constantly wringing their hands, who knows.
