So, I'm at a loss here. My turn signals will not work. I've tried two different multifunction switches, the fuses are good and have power to them, bulbs are fine, parking lights and taillights work, hazards flash, new flasher relay... the arrows on the panel don't even light up. I literally have no idea where to go from here. Does anybody

It's probably some wiring gremlin somewhere... a bad ground, loose connector, or frayed wire.
Your best bet would be to download the FSM for your year TJ:

Then look at the wiring diagrams and chase down each wire and connector to find out where the issue could be. The wiring diagrams will tell you what every single wire, connector, or electrical component looks like or does in the Jeep.
Which flasher are you using? The Novita EP26 will work for 97-00 and the LM470 for 01-06 TJs.

Looking at the schematics for the Turn SIgnals. You have checked the two fuses from the fuse block and the PDC, replaced the combo flasher module and the multi function switch and the emergency flashers work...; the turn signals use the same harness as the emergency flashers so the turn signal wiring is good.
When you replaced the combo flasher; is this a new flasher module ?
When you replaced the MFS; are you sure it is the proper one for your year ?
Just read you post about the LED tail lights.... IF they are LED bulbs, then reinstall the incandescent bulbs to see if the problem goes away.
Okay, I'll give that try. I'll have to get some. I used LED taillights for years. I guess it could've finally screwed up.

WOW.... This is an interesting problem....
The only other thing might be the solid state blinker relay being used with the LEDs.
IF you have the OEM flasher relay; temporarily install it...

I don't think it's a ground issue as the grounds all tie in together for the parking lights/flashers/turn signals.
I just wanted to update you guys - I finally figured it out. I finally started tearing the dash wiring apart and putting a voltmeter everywhere. Even though I had power to the fuses (PDC and Fuse Block) I only had power to one of the wires of the MFS - the one from the PDC. The one of the fuse block was dead. I started digging through the schematics and noticed it went directly from the fuse block to the MFS so I ran a new wire to test it out and it worked. So thanks guys for the help. This one really stumped me.
