The spot welds around the hole are reinforcement for the seat belt mount.

Just put some plugs in there. Would look better than a bolt...cheaper and less hassle.You can get creative and stop at the hardware store for a couple of black plastic plugs. That way you won’t have a bolt head and it would blend in better.
If that’s the route to go then just some black RTV and call it a day.bathtub caulk and a black magic marker?
