What is this sound?

Hey team,

Question, do we know what would cause a dull spinning sound from under the dash of my Tj, almost sounds like a baring type sound which is quite significant but not heard from underneath or outside, it is a constant sound more predominant on start up but never really goes away, I have also just noticed a few decent drop of clean oil on the ground but this needs some more investigating.

Sorry if I'm a bit vague as I don't know much about mechanics other than the basics.

Sorry it's a bit difficult to hear but it's usually loudest on cold start, is constant but can fade away to low sound once warmed up but intermittently gets loud again.
 
If you have a manual transmission does the sound go away when you step down on your clutch pedal?
I have a 5 speed manual, and no, it's difficult to explain the sound but it's like a constant spinning sound, almost like a muffled baring sound mixed with a boiling water, I did initially suspect the throw out baring but the sound is inconsistent and the clutch had no effect on it, in or out.
Usually it's loudest in lower gears and on cold start, sometimes I can drive and no sound at all, other times it sounds like a warn baring.

Engine speed or wheel speed? If it makes the noise when the Jeep is stopped obviously you can rule out driveline/transfer case.
