Where does this ground strap go?

Hello, new to the forum. I'm swapping my O2 sensors due to a P0138 code, and found this ground wire not connected to anything.

Any suggestions on where it should go? 2001 Wrangler Sahara 4.0, with 32RH 3 Spd Trans.

I'll start looking thru the service manual, but thought I'd also ask.

That should bolt up to the underside of the hood and the other strap to the right rear head bolt.

X2 what TJ4Jim said. When I bought my TJ it was disconnected. I didn't have any weird grounding issues or anything and did not notice a difference once I put it back on the hood.
