Windshield bolts loose

Driver side windshield bolts are loose i

tried to tighten them but nothing happened, i think it has an inside frame that is loose, also this latch is not in correct position. Any advices on how to tighten the bolts and to put the latch into correct position/place?
 
Can you remove the windshield bolts? 1 at a time only! It could be the last owner cross-threaded them and that was as far as he could force them back in. If you can get 1 bolt out check for mangled threads. Replace both bolts (again, remove only 1 at a time. Or you could have another problem trying to get the backing plate back in position). Same goes for the lower side of the plate.
My guess is that someone beat the living snot out of the Jeep, pounded it back, then beat it again. Look for any damage to the windshield frame, and also in the front end of the machine. I know they are rare out by you, but you might need to replace
more than just some cross-threaded bolts.

Yes, i can pull out both bolts. The threads last time i checked yesterday were okay. When both bolts are in/out there is something(i guess inside frame) very loose. I guess i have to pull down the whole windshield and take off latch mechanism to check. Unfortunately i am doing everything alone. Worried that windshield will fall down to floor
 
IIRC there is a plate that holds the nuts in place. If you remove too many bolts the plate can slide out of position and then require (possible) dash removal to get it back in position.😱
 
Found the problem, the front roll cages that hold windshield attached to rear roll cage were not properly aligned/tightened. Spent all this time searching the problem source. Thought it was "jeep lean" but using measuring tape found both sides are even.
