Won't start after installing new starter

Jeep won't start now. Replaced a failed starter and it fired up 6 times and 20 min later it just clicks and won't try turning over. Cleaned most all ground connections. Trying to test voltage at starter now.
 
That battery voltage check is what I'd do too, measure the voltage at the battery post while a helper is holding the ignition switch in the Start position. I'm betting it'll read at or close to 12v before the ignition switch is turned to Start and then it'll drop way off while the key is in the Start position.

It drops from 12.73 to 12.69 so barely at all. Also weird how sometimes the accessories come on and then they won't after a couple tries.
 
The starter receives a constant 12 volts directly from the battery via the heavy gauge cable no matter if the key is in or out of the ignition switch. The starter's solenoid connection gets 12 volts via a lighter gauge wire connected to the starter relay inside the PDC only when the ignition switch is in the Start position. Are you getting 12 volts at the starter solenoid via the lighter gauge cable when the ignition switch is in the Start position. If both connections are getting a solid 12 volts when the ignition switch is in the Start position I'd say the new starter is bad.

If you don't get 12 volts at the starter's solenoid via the lighter gauge wire when the ignition switch is in the Start position I'd start looking at the ignition switch or, more likely, the ignition switch actuator pin behind the ignition switch as the source of the problem. A way to confirm that is to feel/hear the starter relay inside the PDC. If it's not clicking when the switch is in the Start position I'd suspect the ignition actuator pin has broken.

I am getting 12 volts to solenoid when turned to start position. But I had the starter tested again earlier today at the auto shop and it ran and passed test.

If the starter is getting a solid 12v at both points I described above and it's not working, it's bad. Despite what some counter salesperson said at your local auto parts store. Especially if it's a bottom of the barrel type quality brand like a Duralast from Autozone.

Lol ok im going to run it back up and swap it out.
