Judging by the concern for the lack of threads towing, the upper bumpers are touching the spare. Now, my guess is, the upper ones are to thick, pushing the top out, and the bottom in, and the back face of the wheel isn't even contacting the carrier. I would shave all 3 snubber 1/2 inch, and see what changes. The uppers need to be trimmed down far enough to have wheel to carrier contact at the hub when lugs are tight. One that's is achieved, trim the lower the same as upper, and I bet it fits and closes perfect.After reading the entire post a couple times, nobody asked what, if any, gap is between the upper bumpers and the tire.
Also, if it is just the lower bumper, I would put washers under the lower spare mount instead of grinding or “shaving” the rubber snubber.
Bottom snubber keeps the tire from moving in and out at the bottom, taking stress off the tailgate. Removal would solve closing the tailgate, but probably shorten the life of it from tire movement...Being the Redneck I am, I would just remove that bottom bumper.

It was more or less what I was saying before but watch where it puts you tire relative to your rubber bumpers.
My Jeep is a 2002, with a 31 X 10.50 on an eight inch wheel. The tire sets about an inch off the bumpers. The P.O. had it that way for I don't know how long, and I've had it that way for three years. My Y.J. was like that too. I can't see any excessive wear on it. That would just lift the problem 1.25" higher, but the tailgate still wouldn't close.Just add a 1.25" body lift and this problem will go away
Not sure if it is 2” but it will be higher. Look at the relation to the gate top to top lugs and your light will def. be higher.No habla.....how did you get to that conclusion? What am I missing? Would that 2" interfere with my tail light, or would it raise the light 2" as well? I don't see where you get the additional 2".
