For the RCP, in it's current format, it's unprecedented for sure.

I wen't to RCP and couldn't find that prediction percentage, just the +0.1% polling average. Pretty sure they're all within the margin of error and the race is a statistical toss-up. The predictions rely on adjustments based on historical polling errors.

I believe the prediction percentage is from Nate Silver based on the RCP numbers.

The national vote is a poll.... the electoral college prediction is different. It's based on an average of state and internal polling. It's represented as a % chance of winning... not a polling average. It's not unlike the betting sites who also have him winning. The interesting thing about the betting sites is that they take into account the possibilities for fraud. There is over 4B bet on the race now....
