1) does anyone make a complete 14 bolt swap kit for a tj?
2) is the ARB really the only option for a selectable locker?

There are lots of "selectable" lockers on the market. My preference is ARB but others have different preferences.

There are tons of selectable lockers out there. My first choices are the Eaton E-Locker followed by the ARB.

Why a 14 bolt? Just curious...

Because i recently had a good discussion with the shop i will have do the welding for me on some parts of my build and i was going to get a front narrowed to match the 8.8 i wanted to use, but it would be cheaper to go full width in the rear to match the front i have Instead of narrowing the front. So if going full width why half ass it?

Does anyone know of a selectable other than an ARB for the 14 bolt specifically? I have t seen one in my searches but hoped someone else might have.

There ya go. Let us know how it turns out. I've got a 14 bolt with the corporate locker in the back of my Surburban, and it seems to work as intended. I'm guessing that you could put a Detroit in it as well. Neither are selectable though.
