I have a 1998 wrangler with the 4.0 and today when I got home from work it was making this noise. Has anyone heard this or could point me in the right direction to what is going on or should I pull the pan and look?

I'm trying hard to imagine what it sounds like. If you post a link to a video that will help.

Without even hearing the noise, my first question is what, if anything have you done to the TJ recently.
Sounds like an exhaust leak. Get some soapy water and spray it all over the exhaust components and see if it bubbles up anywhere. If so, you'll have found your leak.
Or Seafoam. Start the engine. Pull the brake booster vacuum hose. Dip it in the hose and modulate the throttle at the throttle body to keep it running.
You'll find all your exhaust leaks.
And clean the engine.
And take care of any mosquitos in the neighborhood.
