2000 jeep paint question

Hello,
I have some minor scratches I would like to repair. The color is amber fire. I found (TouchUpDirect for Jeep Exact Match Automotive Touch Up Paint - Amber Fire Pearl (V3/XV3) - Kit) however this kit does not include a primer. Do I really need a primer for small scratches? The kit I found has paint and clearcoat. Would this work?

If the scratch is all the way to bare metal then you should clean it, degrease, primer, base, clear.

Is there a cheap primer that I could buy? Because that kit does not come with one
