Bad O2 sensors or a different problem

Both upstream O2 sensors are throwing codes(P0135 and P0155). What are the chances that both are bad? Could it be a fuse or a different problem entirely? I also have an erratic idle that comes and goes. Some days my jeep drives like a dream, other days it has a high idle, and sometimes it just wants to die.

Wiring. Continuity and ohm check from the O2 sensor plugs to the pins on the PCM. Verify 5v voltage at the plugs. Factory Service Manuals are located in the resources section. 8w has wiring diagrams and pin outs for connectors.
