That sounds to me like air in the clutch hydraulics which allows you to depress the clutch all the way, triggering the safety switch, but not completely disengaging the pressure plate. The air could be present for several reasons, and the clutch hydraulic system is not very serviceable - Jeep recommends replacing it entirely. If not air in the system, it could be a leaky piston seal in either the master or slave cylinder that is allowing fluid to bypass the piston, and that would also require complete system replacement.
