Engine turns off while driving

The 06 Rubicon 4.0 has electric power but the engine shuts down while driving. The power to electrical is there but the starter wont turn. Both time the heater has been running and both time after the heater is shut off the starter will turn and the engine will run as normal.
Any one heard of this happening or has any idea what's wrong.

1. I've checked the alternator. 13.50
2. All the engine ground have been sanded to ensure good contact and are tight.

Because it's only happened twice I dont know the speed or RPM.
I can say that has happen both time while I slow down. Once coming to a red light the other turning into a side street.

The ignition switch turns off the heater when you crank the engine. Seems to me like your ignition switch is bad.

Battery terminal are clean and tight

No, after turning off the heater it will crank up with no problem. With the heater left on it wont do anything

Have you tested to see if when just the ventilation is on with the fan; does this have the same results ?
I can imagine the heat from the climate control system would have an impact on cranking the engine over.
